Cannot install fax services in XP home

I attempted to install fax services through add/remove windows
components. After some difficulty with this process finding
certain files and my having to manually copy those files, the
process finally ends with a message that I have "successfully
completed the windows component wizard" but closing out of the
"configuration wizard" I see that fax services is still not
installed.
I have these files now in my Windows\System32 folder
fsxapi.dll,fxscfgwz.dll,fxsclnt.dll,fsxclntr.dll,fxscom.dll,
fxscomex.dll,fxcount.h,fsxcover.exe,fxsdrv.dll,fxsevent.dll,
fxsext32.dll,fxsmon.dll,fxsperf.dll,fxsperf.ini,fxsres.dll,
fxsroute.dll,fxssend.exe,fxsst.dll,fxssvc.exe,fxst30.dll,
fxstiff.dll,fxsui.dll,fxswzrd.dll,fxsxp32.dll.
Every time I try to install fax services I always get the
configuration wizard completing, but fax service is still
not installed (unchecked in windows component wizard).
In programs/accessories/communications I can find a folder
called fax, but it is empty.
I have most of the other windows components installed except
for "other network file and print services", outlook express
and windows messenger.
Does anyone have any idea how I can get fax services working?

P4 2.8, 1.5 g ddr ram, XPhome SP2, cable modem,
USB dial up modem.
