Cannot install fax service

I posted this earlier in WindowsXP general but this
might be a more appropriate forum

I tried to install the fax services through the control panel
add/remove windows components. After what appeared to
be an abbreviated installation and configuration process,
the windows component wizard stated the installation was
complete, but fax services is still not checked as installed
and there is no fax console and only an empty fax program
group folder. The process did install a number of files to
Windows /system32 all starting with "fxs".
I heard that a possible problem is that I do not have a valid fax
modem installed. My dial up modem is an Innocom IT-MU400
usb modem that is advertised to have fax capability, but it is
listed in the device manager as a "voice modem".
Can someone tell me if the problem is likely a Windows XP
issue, or a hardware/modem issue, and how I can get the
fax service installed.

In this case, it found everything, but didn't install it correctly. Its
likely you have security data base corruption as documented here:

You cannot add a Windows component in Windows XP

You can either:

1. Get the hotfix mentioned in the KB article and install it. Microsoft
usually waives any charges for support calls to get supported hotfixes
listed in Knowledge Base articles.

2. Try this procedure using the Esentutl.exe utility mentioned in the KB
article to recover from security database corruption:

I can report that the Esentutl utility has corrected the problem in a number
of cases, HOWEVER, note that Microsoft does NOT recommend that you use the
utility and would prefer you try the hotfix.

Thanks for the tip. I tried the esentutl method previously
on the advice of a coworker but I must have entered the
command incorrectly because nothing happened.
This time I followed the steps in your post and the problem
is corrected.
