Go into Device Manager (Right-Click My Computer > Manage > Device Manager)
Are there any disabled or problem devices?

My Dell Inspiron 6000 has a keystoke fn+F2 that turns off the hardware.
I even have a bluetooth light above the keyboard indicating the
status.
Do you have such?

Software might be "installed" but you also need to have a bluetooth device
(aka radio) before any bluetooth can be used.
