apply effect to only part of texts in a single bulleted text

is there a way to apply an effect to some of the text in a sentence only?
For example, this is the bulleted text:
People: black, white , yellow
1st animation( just show "People"):
People
2nd animation(show the rest):
People: black, white, yellow

I found the animation apply to the whole sentence.
