IE toolbar & window size won't stay the way I want it

My Windows directory got corrupted a couple of weeks ago, which required me
to get my computer to repair it. Since then, there have been a million little
things to put back right. One of them is that my IE toolbars and window size
refuse to stay locked into he configuration that I want them in.

I open up just one window, click "unlock toolbars", drag the rows into the
configuration I want them in, click "lock toolbars", then close that window.
When I re-open my windows, they stay the way I want them, but after
re-booting, they go right back to the cludgy state they were in before. How
can I get my toolbar preferences to stay the way I want, even after rebooting?
