IE won't save toolbar view

Each time I open IE I have put the toolbars back to where
I want them. The view I've chosen will not stay. I have a
firewall, antivirus and spyware all installed of which I
scan on a daily basis. System is brand new with XP Pro as
OS. How can I make my settings stay? Yes, I've tried Lock
Toolbars. Doesn't make a difference. Any suggestions?
