Google toolbar won't stay put

When I put the Google Toolbar where I want it, then 'Lock the Toolbars',
the next time I open IE, the Google toolbar is slid over way to the right.
How can I make it stay put?

Because the registry entries defining their content and position are

After clicking the button, close all IE windows and reopen IE. Your IE
toolbars will be rearranged to their default locations. Unlock your IE
toolbar, make all the necessary rearrangements, then lock your IE toolbar
again.

Thanks Jon, and Vanguard. After following your advice, my IE
toolbars are now staying put.
