tool bar won't stay locked

Hello,
I am running ie explorer ver6 sp2.
My problem is that my toolbar won't stay arranged the way I want it.
I have Address Bar, Standard Buttons, and Google arranged across two bars,
but it keeps changing back to all of them on the same bar as the Menu
items - even when I click Lock the Toolbars !

Can anyone help?
