That's exactly what I have on 4 systems.
It may work for a while after deleting the "Content.IE5" files or
relocating the TIF. But it will re-appear at least on the next day.

How about TXT-files?

I have only seen this on my system with attached JPG files. However I
rarely get attached TXT files, so I cant be sure if the problem exits
for TXT files or not. FYI, I have always had UAC turned OFF. So far
for me the workaround of deleting my temporary internet files always
works as a temporary circumvention. The problem keeps coming back and
is intermittent in nature. It does not happen every time I open an
attached JPG file in Vista Mail.

Or you could disable Avast and any other real-time system protections prior
to installing (and uninstalling) IE8.

There is no evidence that your suggestions have anything to do with
this problem.
And for the record , I always disable my antivirus/ security software
before any major software install.
In the case of my IE8 install, you assumed I did not. Wrong !

Your email is one of those that don't get the quote prefixes added when I
reply so I snipped most of the message; I would have retained it otherwise.

It could be that your security software has a bug that occurs only when it
is disabled when IE8 is installed. It would be rare that others would do
what you did.

The problem appears in my test-computer which has never seen any
"protection" software (except Windows Firewall and Defender.

And IMHO it's a bit weird theory that IE8 might need security software
*enabled* when being installed.

Yes, the returning of the problem after a short while is a common issue.

As far as TXT-files are concerned, might you pls test it by sending some
mails with TXT-attachments to your own mail-account?

We need as many facts as possible to get behind the secrets of this bug.

Thank you, but your advice did not help, I've also tried the advice from
"penpen" and likewise got unsatisfactory result.
The attachments are either ".pps" or ".wmv"
I can get them to open by first saving them into either "documents" or a
file of my choice, a round about way to open these attachments, annoying as
it is.
However, I don't understand why Microsoft does these updates which screw
things up from a decently functioning system to a system which makes one want
to tear one's hair out.
This started happening with the new Internet Explorer, which updated a few
days ago.
What a bummer.

That's a known issue that is affecting some who installed IE8.
Until such time as Microsoft releases a fix, all you can do is use one of
these three workarounds.

1) Uninstall IE8, which reverts you back to IE7.
2) Save attachments first, then open them outside of Windows Mail.
3) Upgrade to Windows Live Mail.

I have had the same problem just now. I therefore right clcked on the
attachment and saved it to my desktop, and double clicked it from there. It
opened. Try that and see if it works for you too.

Thank you for the suggestion, however my McAfee program is compatible with
Vista 64.
Neither your nor "penpen" suggestions worked for me.
This problem with the attachments started with the latest Microsoft Security
update.
I experienced the same problem on my old copmuter with XP Profesional when
the SP-2 package got automaticaly updated.

The only way I can open any email attachments is by saving them first in
"Documnets", as an example, and then open them from there.

Why, oh why, does Microsoft do this

I am having the same problem. Today Norton stepped me through with online
support and it was OK for a while but now it will not allow me to open
attachments from emails. I am trying to open .xls and .pdf attachments and it
is important that I be able to do this!!!! I do not have the box ticked in
security under tool options that stops you from opening attachments. It was
working fine until I got updates from Windows... how can I get around this
please? I do not want to get rid of Norton because I like their support and
their program. Used to run fine with OE.

Do you get an error message when you try to open the attachment?
If yes, what is the exact wording?
Can you save the attachment and open it outside of Windows Mail?

Which version of Norton Antivirus do you have? If older than the 2009
version, it's not very compatible with Windows Mail. Symantec will give
you a free upgrade to Norton Antivirus 2009, which may cure the problem.
If interested, contact Symantec via online chat.

Be sure to disable your antivirus email scanning, for the reasons
explained here:

If you are unwilling to uninstall your antivirus, even for a brief test, another
option is to upgrade to Windows Live Mail, which is more resistant to the
adverse effects of overly intrusive antivirus products:

Having the same problem also. Turned my machine on this morning and can't
open attachments! Turned off all email attachment scan items in Anti-Virus
and Windows mail and it didn't do any good. I've had AVG since the comp. was
new and no problems ever. Can't Microsoft get its act together? This
shouldn't happen.

I have the same problem. I "saved" the attachment to my Document Files and
then tried to open from in there. It did open! Has to be a problem with
Windows Mail itself somewhere??

My Outlook had me locked out of my attachments also. I am running AVG
antivirus. I opened AVG and went to the email scanning portion. I opened the
"Advance settings" in the tool section and then to the "Scanning properties"
section then down to the third box marked "Scan Inside Archives" and
un-checked the box. Then hit Apply. IT WORKED !! I am getting my attachments
now.

Good to hear you got it resolved.
Unfortunately, security programs nowadays try so hard to save us from
potentially bad events that we lose some of the computer's usability.
