I've just got an email from Microsoft support that says:

"Plus, if some issues are encountered in Windows Mail in the future,
we can use third-party software called WMUtil to resolve them..."

I hope they are paying you :)

MS product support services may be monitoring them, but I don't think any
others are.

Its for the messages stuck in the outbox and not deleted items. Also on the
website it says this:

(If WinMail is closed and these buttons still remain disabled, then perform
and CTRL-SHIFT-ESC and under Processes find WinMail.exe and click on it, and
then click the End Process button.)

Workaround
(Close Windows Mail First)
1. Backup all messages, except the Outbox, using File > Export, and
connection settings using Tools > Accounts > Export...
2. Click Start> Go to Computer.
3. Press the ALT key to show hidden TOOLS> Go to Folder Options.
4. On the Folder Options window, click the View tab.
5. Locate Hidden files and folders and select Show Hidden File and Folders
6. Click Apply then OK.
7. Go to C:\Users\(username)\AppData\Local\Microsoft\
8. Locate the Windows Mail Folder, right-click on the folder and choose
Delete.
9. Right-click on Recycle Bin and choose Empty Recyle Bin.
10 Restart the system and run Windows Mail again.
11. Import all messages and connection settings

Same issue. Can't find ANYTHING on Microsoft.com, can't contact anyone, I
want Microsoft to either fix this and other problems or bring back Outlook
Express. I do not want to install other software to fix a Microsoft problem.

Bring back XP and OE. So far Vista and it's pieces are a pain and were not
worth installing!

decided it would no longer send messages.. and now thats fixed too!!
