I booted XP from CD and did the delete and install. After the install,
I got a blue screen error and the Windows loading screen flickers and
then auto reboots itself before I can do anything. I can boot up via
safe mode and it looks like everything is in tact in that sense, but I
cannot get into windows. Can I use the repair windows using recovery?
If so, how exactly do i do this?

Boot into Safe Mode.
Then open Control Panel - System - Advanced and click on the Settings
button in the Startup and Recovery (bottom) section.

In the Startup and Recovery window click on the checkbox for
Automatically restart to clear it then click on Apply and OK as needed
to exit.

Shut down and restart normally. Make note of the contents of the
blue screen error message, especially the STOP code and the 4
parameters associated with it plus any file or module names mentioned.
Post that information back here.

Good luck
