XP Pro only recognizes 1 USB port as "enhanced"

I recently re-installed XP Pro on my system. I have ran all of the microsoft
updates and motherboard updates (I have an MSI Intel 865GM2/865PEM2 series
board).
I can't get windows to recognize all of my USB ports as 2.0. It also has
issues when detecting plug n play devices. When I view my device manager for
the USB Controllers, here is what it states:
Intel (R) 82801EB USB Universal Host Controller - 24D2
Intel (R) 82801EB USB Universal Host Controller - 24D4
Intel (R) 82801EB USB Universal Host Controller - 24D7
Intel (R) 82801EB USB Universal Host Controller - 24DE
Intel (R) 82801EB USB2 Enhanced Host Controller - 24DD
USB Root Hub
USB Root Hub
USB Root Hub
USB Root Hub
USB Root Hub

The way it works is this - There is a single USB 2.0 controller. All sockets
can route any USB 2.0 device to that controller and it's Hub. When you
insert a USB1(.1) Device it internally routes to one of 4 USB1(.1)
controller
and it's associated hub. The layout who have below is technically correct.
