XP Network settings.

I have a friends XP Home machine here and I'm having a big problem getting
this to connect to the internet with cable.
He just finished using Sympatico DSL and changed to Cable.

I have uninstalled Access Manager with Add/Remove but even when I have
created a new connection the machine will not connect to the internet even
though the network connection says it is. The firewalls (XP and Outpost)
have been disabled. Antivirus has been disabled etc.
The modem has been reset numerous times and I have even installed a new
ethernet card.
It seems the ip address is not being released from the dsl setting.

The ipconfig results show an IP of 169.234.170.262 and will not change
wether setup for dsl or cable.
When I try to ipconfig /renew I get "An error occured while renewing
interface Local Area Connection :The system cannot find the file specified."

Any suggestions or is it time for a reformat. This machine has been running
for 2 1/2 years without a clean install.
