XP Home: Can't connect to the internet after a few minutes from startup.

Hi All!

I have XP Home, Norton Personnal Firewall and AV, and Cablemodem Permanent
Internet connection.

Something strange started to happen here: when I Startup, if I open IE or OE
inmediately it fails because it can't connect to the internet.
If I *just wait* for a few mintues (10 or more), it just works, and it keeps
working.

Furthermore, if I reboot (warm) inmediately after startup, it works
inmediately, or I need to wait only <1 min instead of 10.

I've scanned for virusses and used Spyboot to remove spyware and unwanted
startup programs; but can't fix it.

Any ideas?

My (wild) guess is that it's the cable modem being a bit slow to sync with
your ISP's server. Are there lights blinking? Wait till they are on
constantly.

Is the modem switched on at the same time as the computer? Try switching it
on first, then wait a few minutes, then boot the computer.

Hmm, I figure that if it were this, it should have been happening from the
day I installed it, right?
I've been using the same configuration for almost a year and this just
started happening recently with no related event. (I haven't installed any
new hard nor soft, except for the automatic windows updates)

The modem is never turned off. Can this be a problem? I was told that
there's no need to ever turn it off.
