won't load past "windows is now starting..." blue screen.

scenerio:
downloaded a file last night, got a notification of spyware, my complete
desktop went black, i restarted, and since then it won't go past that screen,
not even in safe mode.

i tried putting the XP (home edition) disc in and then rebooting, but still
got no luck.

not losing any personal files would be great, but at this point, i am mainly
looking for a way to get my computer working again.
any help is wonderfully, wonderfully, wonderfully appreciated.
 
You can boot to xp cd,recovery,press enter key for password,then type:
CHKDSK C: /R When its thru,type:EXIT Let xp restart.You can/could also
type:Listsvc See if anything unusual is running,services can be
disabled,type:
Disable Or type:HELP for all cmds
