Because that is NOT where Outlook Express gets installed (by default).
One, there is no space character after the slash. Two, it would be a
backslash and not a forward slash. Three, there would be a colon
character after the "C" to designate a drive target, and no space
between it and the next slash (which, again, should be a backslash).
Four, the error would report about the file missing which means it has a
filetype (i.e., a 3-character extension), like ".exe".

By default, Outlook Express (msimn.exe) gets installed under:

C:\Program Files\Outlook Express

because this path has spaces in it, you may have to enclose it within
double quotes to eliminate space-delimited parsing errors, as in:

"C:\Program Files\Outlook Express\msimn.exe"

You don't mention *how* you are trying to "get into" Outlook Express.
