SP2 access denied

Trying to re-install a computer with XP Home.

Xp home finds two Outlook Express programs - Inetcomm.dll and msoe.dll, that
it can not re-install! Errors show up and I say OK to them.

After the install of Home, I run SP2 and it goes almost to the end, when
Access Denied error pops up.

Saying ok to that the un-install wizard runs.

Does anyone know what may be causing this problem? I assume the two Outlook
Express programs are from the earlier SP2 install and not the problem?

Is this a repair installation or a new installation? Why does your system
need to have this done?

what is causing the Access Denied????
Improper permissions on files, folders, or registry keys will yield this
error.
You may be able to locate the source of the error message by inspecting the
installation log file.

You are probably trying a repair installation because I don't believe that
new installation would report these errors.
And, if you are performing a repair installation because of malware
infestation, you most likely will not get the desired results.
