Whether the XP machine is configured to use a proprietary wireless
manager or Windows XP manager, what rights are required to allow a
domain user to connect to a wireless network ?

Maybe I need to be a little clear. The domain I am managing I have WEP
enabled. I want to allow users when they go home to connect to their
wireless network. As an ordinary user they are unable to create a new
wirless profile. What minimum access is required to allow my domain users
to connect to a secure or none secure wireless network when not in
the office ?

I've been connecting to WiFi network as a regular WinXP user and that works
fine. Linksys software manages my desktop PC WiFi connection. Intel 2200BG
software manages my notebook WiFi connection. I've also used Windows to
manage wireless connection. It works the same way, no special permissions
required to join a WiFi network.

What's stopping the user from joining a secured/unsecured WiFi network?

In my office the user is set to connected to a protected network, to
connect to a home network which they have envryption apparently requires the
user to have "extra" permissions.

Trying to figure out what they need.

As I said before, as far as Windows permission is concerned you don't need
anything more than a regular user permission. They only need a passphrase to
join their home wifi network.
