Windows XP will restart when instructed to shut down

Whenever I attempt to shut down the computer will cycle quickly from the
shut down to a restart and the only way to prevent the system from logging
back on is to turn the power off.

I am running Windows XP with service pack 2, lots of ram 1.5 gig, any
suggestions? please send email on solution if possible, otherwise I will try
to locate the message again in the public folder.
