Windows XP will not shut down or restart from start.....

....have to switch user and then shut down. Ive downloaded
all the available service packs and updates and read tons
of troubleshooting articles but none seem to fit my
dilemma. Can anyone help?
 
try enabling 'apm' in your bios and in control panel 'power options' (apm =
advanced power management)
