XP Will Not Shut Down

I need some help. When I try to shut down XP nothing
happens. This goes for restart and standby. The only
way to shut down is to turn off the pc. I have update
windows with the latest service pack and I do not run
Roxio Easy CD as suggested.

Can anyone help.
