Windows will not start -- Missing DLLs

I have a Dell Inspiron 4000 with Windows ME. I bought an upgrade for XP, but when I installed it, it couldn't load certain files. Now when I start it, it won't start Windows, and it says "load needed DLLs for kernel.

What can I do?
