"Windows System Resource Manager" for XP?

Is anything similar to "Windows System Resource Manager" available
for XP?

I want to be able to allocate or limit cpu power to different
applications.

Control Panel > System > Advanced tab > Performance > Settings > Advanced.

That level of control is a too basic for my needs. I would like
better granularity of control.

Also Task Manager cam only change process priority whereas I would
like to do all process to do with one application in one go. (If you
see what I mean.)
