Windows problem updated

Please help me. My laptop keeps having problems. The icons start up on their
own, the internet windows keep going to the bottom of the screen and wont
come back up by mouse or keyboard and when it starts up there is a loud
buzzing while the white bar fills up. I have ran my norton 360 and other
virus controls but they came up blank. please help!!!!
