Windows Mail receives but doesn't send.

I just installed Service Pack 1 for Vista and now Windows Mail doesn't send
out messages. I disabled email scanning on AVG and I use Defender as well.
I have so many rules in Mail that I really don't want to upgrade to Windows
Live. If I do will it move everything over or will i have to go in and set
everything up again? I don't uncerstand if I use all Microsoft programs why
they wouldn't work together. Should I just uninstall Service Pack 1?

What is the error message shown as per verbatim.

Also you might want to try this below depending on your error message

Quite frequently it is not enough to disable email scanning on some AV programs. You need to uninstall the AV program and then re-install it without the email integration.

Norton,Trend, MacAfee and a few more has this issue

Don't uninstall SP1.
Yes, WLM will import everything including rules from WM, but before
you go that route, give us a chance to fix your WM.
Do you get an error message when you try to send? If so, right-click
on the error message, copy, then paste it into a reply here.

I have a similar issue with Windows Mail. I installed SP 1 but it also did it
prior to that.

I have Mail running most of the time on my system. Half the time when I
create an email and click to send Windows Mail will 'freeze' in sending mail
'state'. When I notice this I hit Ctrl+M which opens the sending/receiving
dialogue. I hit stop and close the dialogue. Then his Ctrl+M again, which
checks and sends all emails immediately.

Again, this happens so frequently that I am wondering if anyone knows a
solution. Surprised Microsoft doesn't know abouit this and has done something
by this point.

Windows Mail is generally reliable when used with compatible
third party security programs.
That type of problem is usually caused by interference from a non-
compatible security program. Which antivirus are you running?
As a minimum, email scanning in the antivirus must be turned off,
although that may not be sufficient to eliminate all bad effects.
In a worst case scenario, your antivirus may need to be uninstalled.

If turning off your antivirus email scanning function does not resolve
your problem, consider upgrading to Windows Live Mail, because it
is less prone to suffering bad effects from overly intrusive antivirus
