Unable to send Emails from Windows Mail

My Windows mail has just recently stopped sending my mails. I can receive no
problem. The following message appears. Can anyone help?
I am sending from my laptop at home.
I use AVG Anti Virus Free and have disabled outgoing scan

Perlicoweb.com is not your ISP. As such, your home ISP will block
your use of any port 25 SMTP server other than their own.
For an explanation of this policy, see

To send from home, you will have to substitute your home ISP's
SMTP server. If you need help with that, let us know who your
home ISP is.

I'm not to sure what you mean when you say perlicoweb.com is not my ISP as
it is Perlico who i have an account with.
I have been using this setup without major trouble for over a year until i
got this message

Are you connected to the internet at home via Perlico and have you always
been able to send from your (e-mail address removed) account at home using Port 25?

Do you connect via a wireless USB modem or a DSL modem at home?

Is your Perlico email account a (e-mail address removed) account or a
(e-mail address removed) account?

Has a Norton or McAfee application ever been installed on the machine (e.g.,
a free-trial version that came preinstalled when you bought it)?

Your ISP (internet connection) may have just started to block port 25 to
other email servers.
Who is your ISP?

You need to distinguish between a mail account and an ISP account.
Your ISP connects your PC to the Internet. They may or may not
also provide your email service.
It looks to me like Eircom.net may be your home ISP, is that correct?

YES, CONNECTED VIA PERLICO AND I HAVE BEEN SENDING BY MAIL FROM
NAME@EIRCOM ACCOUNT FOR OVER 18 MONTHS

MC AFEE WAS PREINSTALLED ON THE LAPTOP AND WHN TEH TRIAL VERSION RANOUT I
THEN INSTALLED NORTON 360 BUT HAVE SUBSEQUENLTY UNINSTALLED THAT AND NOW
USE AVG FREE

MC AFEE WAS PREINSTALLED ON THE LAPTOP AND WHN TEH TRIAL VERSION RANOUT I
1. Do Steps #1 and #2 of this three-step fix, then reboot:

2. Download/run the Norton removal tool, then reboot again:
http://service1.symantec.com/SUPPORT/tsgeninfo.nsf/docid/2005033108162039

NB: Save each removal tool to your desktop, then right-click on the saved
file and select Run as Administrator.

If still no joy, contact Perlico: They may have started blocking Port 25
recently (in which case Port 2525 might work but YMMV).

Connect via wireless modem's fraught with problems. This may be just the
tip of the iceberg. Good luck.
