Windows Installer

I can not install anything on my computer because it says, "Installer in
progress, please finish installing first." or something like that. I have
tried to figure out how the heck to finish installing whatever was started
but I have NO idea what it is. How do I figure out what needs to be
installed? I am so frustrated. PLEASE HELP!
