Windows Installer and Microsoft Money Problems

When my computer comes on a installer window pops up and says ready to
install ( what I have no idea) and then says Microsoft Money 2003 is open and
I must close it ( it is not open) and I have tried to download the Installer
utility clean up but I can't because a message says that an installation is
in progress and must be completed ( I am not currently installing anything).
Please help!
