windows cannot find 'winlogin.exe'

Hi,
Windows XP no SP.
After defragmenting C: drive, at the windows start up the
erro message displayed- windows cannot
find 'winlogin.exe'. Make sure you typed name correctly
and then try again.
Also now everything I launch is extremly slow. Isn't
defragmenting suppose to make everything work a bit
faster? How come the 'winlogin.exe'is missing? Is this
another virus? What can I do to improve the speed ?
Please help.
