When starting up my computer, I receive an error message
stating "Windows cannot find winlogin.exe". What are the
implications of this, and how do I fix it?

Winlogin (as opposed to "winlogon" which is a crucial part of Windows)
is from a virus - IIRC it's the W32.Spybot one. If you've cleaned up
the virus, there are still references in the registry referring to it
and you'll need to remove them.
