Win2k box will not reboot

When selecting to "shut down, restart" the box will
eventually just go to a blank screen with a flashing
cursor. I have disabled all the unneeded services (such
as pcanywhere etc.) and have checked the bios settings.
Does anyone have any other ideas to try
