Win xp pro problems

I no longer have help and support and the dvd player doesnt work for dvd's.
I also get invalid boot.ini flashed on my screen right before windows starts
up.
I had someone "help" me and am not sure what happened. How can I get help
and support back ? I tried going to systems setting but it won't turn on. It
says there's no file for it.
 
I'm assuming you have XP or Pro. can you get to restore? how bout a reboot
and lay on the F8 key til a screen comes up that says start in safe mode
etc. on down to last good configuration. do you have an XP disk?
