Win 98 TS Clients unable to connect to TS Server

Here is the configuration:

WinNT 4.0 Domain
Win2k Server SP4 running TS and License Server
Windows 98 clients using dial-up or VPN connection

Some of our Win98 client PCs are unable to connect to the
TS server. In the event viewer - application log, there
is an error with Event ID 1004, Source TermService, "The
terminal server cannot issue a client license". I am able
to connect from a Win2k Pro workstation we have outside
our network using VPN. The server has 25 TSCAL licenses
installed, and only 8 have been used according to the
licensing screen, so it appears that the licenses may or
may not be the issue.

The workstations previously connected to a WinNT 4.0 TS
sever running Citrix, but the Citrix clients were
uninstalled from the workstations, and only have the TS
Client installed.

Any help would be appreciated.

Try deleting the MSLicensing key from the registries of
the Windows 98 clients and then reconnecting.
