Win98 Client stops connecting even w/permanent TSCAL

Win98 client using Win2k terminal server was issued a permanent TSCAL at the
expiration of its 90 day temprary license. TS Licensing console on server
confirms a token was issued to that workstation name.

Problem: After approx 1 week, the Win98 client can no longer connect-- is
receiving the same typical "connection failed" message as clients do when
their temp license expires. Licensing console on the server shows the license
was issued Sept 30th and is still valid.

Any suggestions on where I might start troubleshooting this weird issue?

Yes: "The terminal server cannot issue a client license."

Any idea why, considering this client received a full TSCAL approx. 1 week
prior?

This sounds strange indeed! The only thing that I can think of is
that the registry entry for the license on the client has become
corrupt or deleted. Have you inspected the key? Check the
following KB article for the location of the license on the
client:

Deleting the license completely should force the client to grab a
new license (but that means you must have a free license
available). If your licenses have an expiration date, you'll
eventually will get the old license back, otherwise you'll have to
phone the Clearinghouse to get it re-issued.
