Perhaps despite your belief you're sending in HTML, you're actually sending
in Rich Text. Check the Internet Format attribute of the contact to which
you're sending the message.

I hate to appear dumb. But what is "Internet Format attribute" and where do
I change it in Outlook 2003?

Thanks.

Open the contact record and double-click the e-mail address. There will be
an "Internet format" drop-down there, if the contact's address is an
Internet format address (i.e., user@domain).
