Where is Associations Control Panel?

I have the same problem with Vista Windows Mail but only for PDF files. I
can save them outside Windows Mail and open them fine so I know the
association if OK. I'm running Adobe Reader 8.1.

When opening an email attachment from a friend I get this message: This file
does not have a program associated with it for performing this action. Create
an
association in the Set Associations Control Panel.
I looked everywhere I could and I can't find out how to set the association.
