website can't access

I've been trying to access Winticket.com for awhile and can't. It just seems
to be this particular website. When contacting website said contact ISP can't
help. Each said others fault. I got new ISP PeoplePC and still can't get
through.I've tried to adjust security settings ect. nothing seems to work.
Some symptons include website can't be found and in adress window appears
http://peoplepc-help.com/?d=error_peoplepc@q=http://www.winticket.com/. I can
get through to the site www.winticket.com/bh.htm and when I push member login
the next screen comes up but get some red x's and page never fully
materializes and keeps running. I then enter acct. info push; says
authenticating and comes up website can't be found.

Hi there. I tried and was able to get there using the following
address:
http://www.winticket.com/login.aspx.
Highlight, copy and paste into your browser.
See if that will help.
The red x's are probably web-page graphics which are trying to load,
but which may not have permission from your system or browser to do so.
For some browsers, the following may work:
right click on the red x
you may get an option of 'show picture' or somesuch. Click on it.
If that doesn't work, see if you have a pop-up blocker in place. If
so, that may be stopping the graphic as well.
For IE, click on Tools and select Internet Options.
Click on the advanced Tab.
Scroll down to Multi-media
Check the box which says "Show pictures"
Click Apply, then OK.
If none of the above works, you may have to research further than my
expertise can take you.

Nelson nice try but no. I think your on the right track though when you say
system or browser won't give permission. Can anyone else help or point me in
right direction to research this thing. Thanks
