can't connect to 'Net after uninstalling AOL

I've spent about 2 hours last night and 4 more today trying to provide
phone tech support to my dad.

It seems that since he canceled his AOL account (Yeah!!!) he can't seem
to get online. Now he opened an account with PeoplePC and got it
working before canceling his AOL account. But after canceling the
account and uninstalling the AOL software he can no longer get online.

I was on a 3 way call with him and PeoplePC tech support and with Dell
tech support. We've tried deleting dial up adapters, the modem, typed a
mile long "netsh" string, uninstalling the DUN from windows and
reinstalling it, and even reinstalled XP.

In the end, it still does the same. He tells it to connect, it goes
through the motions, tells him that he's connected but he can't browse
the net, can't ping and I can't ping him.

Oh, and one more oddity. When he does a ipconfig from the command
prompt, it shows his ip and gateway to be the same, which I've never
seen before.

Now, the guy from Dell (the third one, I think it was) said that he's
seen this happen before and it's related to AOL's uninstall not working
properly or something.

Does anyone have any suggestions short of format and start over?
