Unable to logon except via safe mode

I am unable to logon to my window xp home edition system except via safe
mode. After a normal reboot no icons show up on the welcome screen to click.
if I hit ctrl+alt+delete twice and try to enter Administrator and the
password I get an error "Unable to log you on because of an account
restriction". If I reboot hit F8 and enter safe mode, the Administrator icon
appears and I can click enter password and log on.

How do I correct this? I do not have access to the Windows install disk.

Not having the XP CD does limit you some what.
