Can't get into safe mode

I have no problems using f8 go get to the boot menu to select safe mode.
However, when I select safe mode the system will start to enter safe mode, I
can see the XP build number at the top of the screen and safe mode in each
corner of the but then it goes directly to the user login screen. When I
click on an account to log into the computer reboots. How can I get into safe
mode?
There are no viruses on this machine.

The Safe Mode Welcome screen of available accounts includes the
"Administrator" account. I don't understand your question.

Sorry, I misunderstood your previous response. The computer will reboot if I
click on the admin account or if I just wait a few seconds.

How do you boot to Safe Mode?
By pressing/tabbing F8 (or F5 on some keyboards) during re-boot.
Alternatively:
click onto Start==>Run, type "msconfig" (without quotation marks), click
OK. Then click onto BOOT.INI tab and 'check' /SAFEBOOT then OK and click
Restart. To go back to Normal Mode, you must access the System
Configuration utility again and click the General tab then click/check the
radio button 'Normal Startup'- load all device drivers and services'.

I've tried this with msconfig and I got stuck in a constant rebooting
sequence that I finally resolved a couplr of days ago.
