reboot. When I f8 and select normal it reboots in safe mode? HELP!!

Does it say "safe mode" on the screen, or is the screen just large like it was in safe mode?

I suggest you check the following by running MSCONFIG.

Start button > RUN > MSCONFIG

Click on the tab "BOOT.INI"
Make very sure the checkbox "SAFEBOOT" is NOT checked.

If you have to make changes, make sure to apply and press OK and restart
system.
Let us know what you find.

IF you cannot use the RUN command, that may be a clue that you have a
malware infection.
I suggest you download & SAVE to your Desktop FixPolicies.exe by Bill
Castner, MS-MVP, a self-extracting ZIP archive from here
http://cid-6aaab341ce47c5c2.skydrive.live.com/self.aspx/Public/FixPolicies.exe

a.. Double-click FixPolicies.exe.
b.. Click the "Install" button on the bottom toolbar of the box that will
open.
c.. The program will create a new Folder called FixPolicies.
d.. Double-click to Open the new Folder, and then double-click the file
within: Fix_Policies.cmd.
e.. A black command prompt window will briefly appear and then close.
f.. This fix "may" prove temporary. Active malware may revert these
changes at your next startup. You can safely run the utility again.
That should allow you to use the RUN option.

maurice ur a genius!! I never mentioned that I had recently had an infectiom
with "Antivirus 2008" because I thought I had removed it...at least that is
what my Panda antivirus and spyware scans indicated. Just to be sure I also
ran Rogue Remover" and it indicated the infection was found and removed!!
Now I wonder? so I will follow yor suggestions . Meanwhile I MOVED BLINDLY
AHEAD and did the following to try and get out of safemode: I went...control
panel--system restore-advanced-setup and recover-settings-edit-got BOOTLOADER
on notepad-there third line read:
multi(0)disk(0)rdisk(0)partition(1)\WINDOWS="Microsoft Windows XP
Professional" /no execute=optin /fast detect / safeboot:minimal /no guiboot
/ /bootlog base video /sos. I deleted all after /fast detect and restarted
--got an apparently "normal" boot but...no sond, internet, etc. so used your
first advice and did run msconfig...got system configuration utility ..found
it was set on " diagnostic"...changed to "normal" restarted and VOILA! back
to normal!! thanks for your help..steeleasels

OK. Good going. The / safeboot:minimal in Boot.ini was what had you stuck
in Safe mode.

Hey, thanks again! this computer stuff is a bit exotic for a 73 yr old! I
think I got rid of the Malware/virus thig baesd on scans by rhree different
programs but.....I cant get rid of the original phony banner that it
installed..does this mean there is still a piece somewhere...in my desktop or
startup files??? Steeleasels.

Where is this "original phony banner"? Do you mean you are still getting a
bogus message-box? do you mean your desktop has "it" as a background?
Which 3 programs did you use?

Scan the system at Kaspersky Online Scanner
http://www.kaspersky.com/virusscanner

Attention: Kaspersky Online Scanner 7.0 may not run successfully while
another antivirus program is running. If you have Anti-Virus software
installed, please temporarily disable your AV protection before running the
Kaspersky Online Scanner. Reenable it after the scan is finished.

During this run, make sure your browser does not block popup windows. Have
patience while some screens populate.

1) Click the Kapersky Online Scanner button. You'll see a popup window.
2) Accept the agreement
3) Accept the installation of the required ActiveX object ( XP SP2-SP3 will
show this in the Information Bar )
4) For XP SP2-SP3, click the Install button when prompted
5) The necessary files will be downloaded and installed. Please have plenty
of patience.
6) After Kaspersky AntiVirus Database is updated, look at the Scan box.
7) Click the My Computer line
8 ) Be infinetely patient, the scan is comprehensive and, unlike other
online antivirus scanners, will detect all malwares

9) When the scan is completed there will be an option to Save report as a
..txt file. Click that button.
Copy and paste the report into your reply.
Re-enable your antivirus program.
Kapersky Online Scanner can be uninstalled later on from Add or Remove
Programs in the Control Panel, if desired.

I should have mentioned this earlier. The Kaspersky online scan may take an
hour or 2 from start to finish (depending on how large your HD is and how
many files it has, etc). Suggest you start it at the point in the day
(night) when you have no other computer needs, and let it run overnight.
Just get it started, and once it begins the scan, leave the pc alone.
BTW, your are doing just fine, senior or not <w>

Right in the middle of the screen. it comes on every time I startup. i have
tried changing wallpaper etc but no effect. I have scanned with:
McAfee,Panda,Rogue remover, wcsvcFix V1.o for windows SP, they all report no
virus but the banner stays there ...in the middle of the screen. it doesnt
seem to affect anything but ME! I don't like having something there I did not
put there on purpose!

Two thoughts:

Right-click the Desktop, click Arrange Icons, deselect "Lock web items
on Desktop".

Have you tried Superantispyware?

Getting in and out of safe mode can be tedious if you use the f8 method.
Instead:

Start/Run msconfig

Select boot.ini tab.

insure that the safeboot box is unchecked.

Then restart the computer.
