Set Up stuck in safe mode

I have been unable to get System Restore to return to any previous dates and
was stuck in Safe Sode (after clearing a virus problem). I then tried to
re-install XP Pro from the re-install disk while in Safe Mode. Reinstall went
fine until Set-Up and I get a window stating "Set Up cannot continue in Safe
Mode" & "system is rebooting".

Now it's stuck in an endless loop & I cannot get out of either Set Up or
Safe Mode.

Any help is appreciated.

That's it the Virus Corrupted even the Restore Points created, if you really
get rid of the Virus completely,, you need to log inn Safe Mode and Turn Off
the System Restore OFF and Reboot in Normal Mode and Run Disk clean up and
scan for malwares.
You can't and it isn't recommended to run reinstall that if that what you
meant or Repair from safe mode.

Here is a link on Repair/Reinstall you need to Start your Computer with the
XP CD in the CD ROM and Press any Key when prompted and then select Set up
and there you will have the options to install on the present Partition or
repair select Repair, the link below will provide more details on that read
it and then apply:

Perhaps I should be more clear:

1. The machine re-boots directly to the Set Up after the splash screen.
2. I can't get to anything while the set-up is running
3. Computer goes directly to an all black Safe Mode screen (no icons) and a
small window pops up stating that "Set Up cannot continue in safe Mode" and
that the machine will now re-boot.
4. <Return to number 1.>

Is there some way to interrupt the Set Up during re-boot?

Well, try to check the HDD health by downloading the HDD diagnostic tool from
the HDD manufacturer website.
Try to see if your memory sticks are seated properly in their slots and
their is no Dust in the case.
Unattach any Hardware attached to the Case and Boot up just with the Mouse,
Keyboard and Monitor.
Try another Video card, it my one for good this why you get no Display
screen at all.
