"Unable to load operating system"

I am having a problem with the new computer I built. I
started it up and attempted to instal Windows XP Pro, but
about halfway through the computer completely shut off.
Now whenever I try to reboot it gives me a message
saying "Unable to load operating system..." .... I need
to know how to wipe the drive clean, or do whatever I
need to do to continue with the setup and instalation of
XP Pro...

Try to boot up with your WIN XP CD. Then start your
Install of the OS.

I tried doing that, but I'm not exactly sure how to go
about doing it...If i start the computer with the CD in,
it still says there is an error with the operating
system...if i boot up, it still goes to the Error screen,
then I put in the CD and nothing happens...any ideas?
