errorloading operating system

i was loading Windows XP on a new system. I got to the point where the
installer was formatting my hard drive when I lost power to the system. Now
when I try to boot to the hard drive or to the install CD, I get the error "
error loading operating system" . It seems as though the computer thinks
Windows XP was installed already.
Please help this is the first PC build for me in 10 years . Good education
up to this point
