unable to load help and support

I dont have the key in my reg for some reason so even when I tried creating
it, it still didn't work.

I can't even manually double click the file
C:\WINDOWS\PCHEALTH\HELPCTR\Binaries\helpctr.exe (it doesn't do anything
when I do)

Or re-install Help:
Open the folder c:\windows\inf and right-click the PCHealth.inf file,
then choose "Install". If you have a Service Pack installed, select
c:\windows\i386\ServicePackFiles\PCHealth.inf instead.
