Help Center will not run

When I try to open the Help Center I get no responce from it. I have checked
the registry and the entry is there:
(C:\WINDOWS\PCHealth\HelpCtr\Binaries\HelpCtr.exe). So I don't know what to
do now. Thanks for your help.
