TS License's SBS plus 2K Server problem

Anyone ever experienced Event ID 201 with Terminal
Services?

No license was available for user SYSTEM using product
TermService 5.0.

I have a network that consists of a SBS2k with SP1a and a
2000 Server SP4. I have a network of only Windows XP Pro
workstations. The SBS is my global catalog, while the 2k
is my terminal server for external access (off-site
employee's), as well as for a third party accounting
application (installed on the term server only). Two
different, but must have requirement's by the client.

All client's should have built in terminal services
licenses with their current platfroms(I do have an
additional 5 pack installed for some older 98 boxes pre-XP
upgrades), however, I get random event 201 logged in the
Application log (random because I can not pinpoint one
individual user connection causing this). Also, when this
event occurs, all additional connections immediately
timeout (not even a log on screen) when connecting until I
reset one random connection from within TS Manager. After
which, I can resume connecting from anywhere without any
connection limits.

Does that make sense?

This log is generated in the 2k box only. Nothing is
logged at any time on the SBS box. I have done research
and can only find a hotfix that relates to this that is
pre-SP3. Obviously, this should be fixed in SP4 which I
have installed.

One last thing that might be pertinent. In A.D. sites and
services, the only license server for the domain is the
SBS server.

Any assistance you guys could give would be appreciated.
