TS Licensing when adding new PDC

I have a client that is considering installing a new Primary Domain
Controller. It would be a 2003 server. Their current server is a W2K SBS
and uses Terminal Services (though rarely). When (if) they change, can the
W2K server be maintained as the TS and the TS License Server, or do they have
to move to the new 2003 TS licensing scheme. All (or most) of their systems
are WXP Pro but probably not purchased before the 2003 launch date so not
eligable for the the transition plan.

I don't know much about SBS, so I have to ask this:
Can a SBS2000 server co-exist with a Windows 2003 Domain
Controller?
Or do you mean a SBS2003 Domain Controller?

About the TS CALs: it is the operating system on the Terminal
Server which decides what version of TS CALs you need. So if you
run SBS2000 as a Terminal Server, your existing TS CALs cover that.

In case you have plans to upgrade the SBS2000 server in the near
future: keep in mind that running Terminal Services on a SBS2003
server is not supported anymore. Might be good to know before
making a final decision about Windows Server 2003 or SBS2003.

I don't know the specific answer for your TS licensing but the SBS machine
has to hold all of the FSMO roles for the domain as part of the licensing
agreement. You can add additional Domain Controllers but they cannot hold
the PDC Emulator role or any other role. The SBS server will shutdown and
you will get a license warning if you attempt to move the FSMO roles. If
your plan is to remove the SBS server than that's a different story.

wasn't clear on the details.

Thanks to both of you for the replies. I think I have most of the answers I
need, and a couple of questions to research to boot.

Actually we plan to keep the SBS 2000 and just add the new server to the
domain if that is possible, as a DC although from your message it appears
that it can not be the PDC. Looks like I need to do a little reading in this
area before their new machine gets here.
