Hi all,

Just wanted to make sure I was seeing things right.

When I try to connect to my server with pptpclnt from the Internet I
connect to port 1723 just fine but when the GRE packets are sent I
receive ICMP Type 3 (Destination Unreachable) from an upstream server,
from the company that provides our T1. This means they are blocking
GRE/IP47, right?

That sounds probable -- GRE is IP 47 and is the actual tunnel used by
PPTP. (i.e., Generic Routing ENCAPSULATION)

yes it sounds likely that the upstream router is blocking IP Protocol 47
(GRE).
