RAS VPN problem with connection

Haii, i'm newbie, and i wonder can somebody help me ?
I have a problem with RAS VPN connection. client using XP SP3 and server using 2003 R2 sp2. Everytime i connect to the server, it stay around 20 second before timed out ( ping ) when i check to the RAS my ip was changed from my RAS dhcp to 169.x.x.x. how im suppose to solve this problem ?
